My toilet problem is solved, there was no more change to be found. I just had to think a bit about how the siphon action of a toilet works. In a nutshell, it works by balancing pressure. When I increased the flow out by removing $1.94, I exposed the second problem. The diameter of the holes around the rim was reduced by hard water deposits. Once I restored the balance of pressure, the toilet started working like new again. I doubt if anyone reading this really cares but I found it interesting and everyone in the house rolled their eyes when I pulled out the 3D Blackboard to explain it to them.
