Mysterious miniature megalithic monument

While walking along the beach yesterday, we discovered this arrangement of stones.  The first question that comes to mind is- Who built this?
Who indeed?
 Well given that the stones weigh less than two pounds each, they could have been placed there by anyone who can walk on the public beach.  Not a very intriguing puzzle at all.  I'm afraid you have been sucked in by a flashy picture and overly dramatic headline.
How often does that happen?
